Fair Hearings
The law says that DSS (DCF) must try to unite families, not destroy them. Specifically, Massachusetts General Laws, Chapter 119, Section 1 says: "It is hereby declared to be the policy of this Commonwealth to direct its efforts, first, to the strengthening and encouragement of family life for the protection and care of children . . ."
